Most pedals can be pretty noisy if you're using an non-isolated power supply (1Spot, Godlyke, etc.). Try the pedal with a battery or something like a T-Rex FT JR or VL PP2+ and let us know how it works. By maxing out all the settings, you're also adding gain via the volume knob, which contributes to the noise you're hearing.
